Pre-Qualification Criteria |
1. Scope of Work
- Implementation of Residential Coaching & Training Program for 40 students (JPSC aspirants) under Jharkhand Government initiative.
- Training includes classroom teaching, study material, mentorship, mock tests, residential boarding & lodging, and continuous evaluation.
- Objective: To prepare students for Jharkhand Public Service Commission (JPSC)/PCS exams with quality academic and residential support.
- Selection will be based on Quality and Cost Based Selection (QCBS) with 70% Technical + 30% Financial weightage.
2. Pro-Qualification / Eligibility Criteria
Applicants must be:
- University / NGO / Society / Trust / Institution registered under relevant Acts (Societies Act 1860, Trust Act, Company Act, etc.).
- Must have at least 5 years of experience in similar academic/residential coaching/training projects.
- Should have prior experience in competitive exam training (UPSC/JPSC/PCS) with at least 40 students trained in last 3 years.
- PAN, TAN, GST registration mandatory.
- Submission of Audit Reports & ITR of last 3 years required.
- Should not be blacklisted by any Government/PSU.
3. Financial Criteria
- Must show financial capacity and solvency certificate.
- Turnover requirement: At least ₹50 Lakhs average annual turnover in the last 3 years.
- Performance Bank Guarantee (PBG): 5% of project cost by selected bidder.
4. Tender Fee & EMD
- Tender Fee: As per Jharkhand e-Procurement portal norms (to be paid online).
- EMD (Earnest Money Deposit): ₹ 1,00,000 (one lakh) via Jharkhand e-Procurement portal.
5. Important Dates & Deadlines
- Tender Published: 26.08.2025 (09:00 AM)
- Pre-Bid Meeting: 01.09.2025 (12:30 PM)
- Technical Bid Opening: 02.09.2025 (09:00 AM)
- Financial Bid Opening: 16.09.2025 (06:00 PM)
- Bid Submission Deadline: 18.09.2025 (02:30 PM)
- Mode of Submission: Only through Jharkhand e-Procurement Portal.
6. Evaluation Criteria
- Technical Proposal (70%): Experience, methodology, team, infrastructure, past performance, and presentation.
- Financial Proposal (30%): Cost competitiveness.
- Final score = (Technical 70%) + (Financial 30%).
